Artificial Intelligence will speak and decide in Spanish as an engine: 81 million and a PERTE

El español como motor de la inteligencia artificial y del desarrollo económico. Como puente que conecta España con América. El proyecto Valle de la Lengua tiene 81 millones de euros de inversiones comprometidas hasta 2025 y se espera, tras alcanzar la consideración de PERTE (Proyecto Estratégico para la Recuperación y Transformación Económica), que genere muchas más, tanto públicas como privadas, a lo largo de varios años.

Aunque este proyecto tiene cinco bloques (Aprendizaje, Turismo, Cultura, Ciencia y Economía de la Lengua), el primero y los dos últimos son los que más innovación suponen. Con ellos se pretende que el español y su estudio y aplicación a nuevas tecnologías como el Big Data sean el motor económico tanto de La Rioja como de otras regiones. De hecho, Economía de la Lengua es el apartado que mayor dotación económica tiene: los 41 millones de euros suponen casi la mitad de todo el montante comprometido.

Cabe señalar, igualmente, que casi la mitad de las inversiones provienen del gobierno central (42 millones) a través de diferentes ministerios. Según explica la presidenta del gobierno de La Rioja, Concha Andreu, «es un proyecto a largo plazo, con tres años de inversión y otros tantos de ejecución», defendiendo que la inversión pública inicial permitirá impulsar la privada con el objetivo de «desarrollar la economía del valle en el que están registradas las primeras anotaciones del español como lengua». El reto último es que la zona de San Millán de la Cogolla, con sus monasterios de Yuso y Suso a la cabeza, siga «siendo un entorno natural privilegiado, pero lleno de vida».

IA en español

Así pues, uno de los puntos más importantes de este proyecto es el que afecta a la Nueva Economía de la Lengua, convertido incluso en PERTE.

Dentro de este paraguas se inscribe la creación del Centro de Inteligencia Artificial, que se encargará, entre otras cosas, de ser un espacio abierto de datos y un observatorio global del español como lengua, desarrollando su corpus oral. El reto es que este centro sirva de palanca para que haya más iniciativas de emprendimiento para el uso del español en todos los sectores. Además, se trabajará para que la Inteligencia Artificial «funcione tan bien en español como en inglés». Algo que, según el director general de la Oficina del Comisionado para la Nueva Economía de la Lengua, Manuel González Bedia, persigue «no que las máquinas sustituyan a las personas, sino que podamos tratar a cada persona con sus particularidades, porque la IA también sabrá distinguir acentos, niveles socioeconómicos y culturales y discapacidades, entre otras».

Según se defendió en la presentación del proyecto, «la nueva economía se basa en datos, que se tienen que transformar en conocimiento. En lo relativo al lenguaje, todo esto se hará en La Rioja, también por motivos poéticos» al ser la cuna del español.

Concha Andreu highlights that “La Rioja is already the center and motor of the new economic sector that arises to develop artificial intelligence in Spanish.” And she stresses that “the Spanish of artificial intelligence will be an essential competitiveness tool for all sectors and all fields and will have applications that we can hardly imagine now.” “The technological and innovative ecosystem that will emerge around this sector has enormous potential,” she adds.

The core of the Center will be the data space for the new language economy sector, located in an emblematic building in Logroño known as Corazonistas (and which will be rehabilitated shortly), which will cover all related areas of directly or indirectly with the new language economy.

The analysis and use of this data thanks to artificial intelligence algorithms will allow applications in all areas and sectors, which will have useful indicators and solutions to carry out their work much more effectively and to make strategic decisions based on data.

The Center will also establish direct synergies with the Global Observatory of Spanish and will generate an entrepreneurial ecosystem based on new opportunities linked to the knowledge economy. And in this way the oral corpus of Spanish will be built, as the largest oral corpus of a language in the world, which is essential for the development of natural language processing and artificial intelligence in our language.

Another of the important areas of this project has to do with the university. The one in La Rioja will be the first to have its own degree in Computational Linguistics and Language Technology, a degree with 25 places that will begin to be taught from the next academic year. Students complete 18 months with a paid contract at the technology companies Hiberus, Bosonit and Gnoss. This dual and bilingual degree is expected to have a significant impact by being a “pioneer” in our country. In addition to creating the Campus Valle de la Lengua, the investment of eight million euros also contemplates teaching specialized courses and master’s degrees (also for students on Spanish as a foreign language) such as Natural Language Processing and artificial intelligence (with 25 students ), as well as different workshops on writing, audiovisual content and the new economy of language or computer processing.

Many of these training proposals involve face-to-face stays in the San MIllán de la Cogolla area. In fact, the master’s degree is online, but it includes a previous intensive and face-to-face seminar. With the assistance of all these students and professionals, it is also expected to energize the area. The participation of prestigious writers, screenwriters, translators and publishers is planned.

A library of scientific literature

With the aim of increasing the presence of Spanish in scientific articles and creating the largest data lake in Spanish, the Language Valley will give new impetus to Dialnet, a database of scientific documents and research in Spanish.

Trying to stand up to ResearchGate (one of the main scientific consultation libraries), Dialnet Global wants to become the largest resource for Spanish knowledge. To this end, an investment of six million euros has already been committed, which will allow this resource to evolve and become the open science portal in Spanish. At the moment, there are already 8.5 million documents from 2.5 million researchers that can be consulted in the open. Algorithms will be added to this repository to improve knowledge of Spanish. It also wants to facilitate the financing and realization of business projects.
